High Sheriff celebrates pride, passion and people

High Sheriff visit

The special visit, on Wednesday 19 November 2025, shone a spotlight on the borough’s shared achievements, strong partnership working and the passion of the people who continue to drive Blackburn with Darwen forward.

The High Sheriff – the King’s representative for law and order in the county – and his wife were greeted at Blackburn Town Hall by The Mayor, Cllr Jacqueline Slater, before heading out to see a packed programme of projects and local initiatives.

Jim Carter DL serves in this historic role, which dates back more than 1,000 years, championing community cohesion, supporting the judiciary and emergency services, and highlighting voluntary and charitable work across Lancashire.

The first stop was Livesey Family Hub, where the High Sheriff was introduced to the borough’s early help and family support services. He learned how partners work together to support children, young people and families at the earliest opportunity – from fostering to community outreach.

A highlight of the visit was meeting two of the borough’s Parent Champions, who shared their experiences of the difference the Family Hub has made to their lives.

Maria Nugent, Blackburn with Darwen Council’s Service Lead for Early Years, said: “We were proud to showcase the strength of our partnerships. Hearing directly from our Parent Champions really brought to life the impact of the Family Hub, and we were delighted the High Sheriff took such a genuine interest in their stories.”

The next stop was The Making Rooms, Blackburn’s award-winning hub for creativity, manufacturing, digital innovation and enterprise. Hosted by Tom Macpherson-Pope, the High Sheriff explored its growing role in inspiring residents of all ages to create, design and make.

The visit continued at Blackburn Museum & Art Gallery, which is celebrating its 150th anniversary this year. As part of this milestone, the museum is hosting the nationally acclaimed Nature of Gothic exhibition, attracting visitors from across the country to explore the borough’s rich artistic and architectural heritage.

During the tour, the High Sheriff met one of the museum’s most cherished and longest-serving volunteers, Richard Croasdale, who shared insights into the museum’s collections and the vital role volunteers play in preserving local history for future generations. Read more about Richard.

The day concluded as discussions were held with senior councillors and officers, including the Council Leader Cllr Phil Riley, Chief Executive Denise Park and Deputy Leaders, Councillor Quesir Mahmood and Councillor Julie Gunn.

This focused on community cohesion, Local Government Reorganisation and Devolution, growth and housing plans, and the National Festival of Making.

“What he saw today reflects the best of Blackburn with Darwen – strong partnerships, thriving creativity, proud heritage and communities who care about each other.

“We’re determined to make sure that growth and opportunity reach every part of our borough, and today was a chance to showcase those foundations.”

Speaking after the visit, the High Sheriff praised the dedication and spirit of everyone he met. He said: “It was a privilege to be welcomed to a beautiful sunny Blackburn today. What struck me most was the incredible enthusiasm and pride people have for their town and community, and their commitment to making a real difference.

“We were warmly welcomed at Livesey Family Hub, where we met passionate individuals dedicated to supporting parents, young people and promoting inclusion and cohesion. Hearing directly from two Parent Champions about their personal experiences was truly heartwarming.

“At a time when we often hear so much negative news, it was inspiring to witness such positivity and determination. The day was filled with in-depth discussions with key people across the community, and I thoroughly enjoyed every moment.”
